No, as part of the claw config you define your npub that's approved to message with.

Because this exposes certain abilities to the agent that are defined. NIP-17 isn't one of the defined abilities. It's a separate part that allows Claw (not the agent, the software stack) to listen for NIP-17 messages from the defined npub.
