Why is forking off not the way? It's the only way when one side ignores the moral individual responsibility aspect. I for one understand every technical aspect, although I have not contributed any code. I find the "filters don't work" argument morally bankrupt because it offers an excuse to make way for unwanted changes and to continue to take away individual's choice what to filter when relaying, under pretense that none of the proponents of filters understand anything. Why would you even want to force such a change when so many have problems with it? It wouldn't hury anyone to let those people configure their node how they like, and filter some stuff, who cares?
