Yes, every node runner can AND SHOULD fork Bitcoin Core to read through the code and compile it themselves. They can make any changes as long as the consensus rules are complied with. There is no urgency to keep up with the upstream updates, unless some other software you run (LN node) depends on them. Bitcoin is what we, node runners, collectively agree upon.

It is only a matter of time when any non-KYC card stops working due to regulatory crackdown. Been there with Kazepay's HK Visa. Fortunately, the balance was refunded after two months. Plan accordingly and never keep large balances. On the other hand, "soft-KYC" Kazepay physical card still works great, with 2% top-up fee. Issuance costed $50 + $40 for UPS postage. That's because of the water reflecting the radio signal. Many years ago I used to steal wifi from an aparthotel10km away across the bay. Both the aparthotel and my house were high above sea level. Only when the sea was rough I was losing the signal.
