Taxpayers have been footing the bill for decades, the solution I propose requires nothing we aren't already doing. Stick the institutions with the bad debt they grifted off for so long, then use it as an excuse to erase an annual line item from the budget. You'll save money if even the debt goes unpaid, and that's before exploring the possibility of seizing their assets down the line.
I'm a proponent of abolishing special classes of debt that can't be discharged through bankruptcy. Do that and you've already fixed 90% of the problem.
