Privacy must be at the protocol layer for Bitcoin to be able to navigate the fight ahead. Should have been a priority 10 years ago. Anything built on top that is at all subversive will bear the weight of the state's violence (which is why Samourai was attacked). The protocol itself is the only thing that has a shot at withstanding the attacks the state throws at it. Lightning and ecash are not a threat or serious tools for privacy thus they do not go after these L2's.
