Oil tankers are really hard to stop if you don't have anti-ship missiles. In 2002 the French tanker MV Limburg was hit by a suicide boat in the Red sea, and after some repairs was able to resume its operations. IIRC it continued to be used- under the name of Maritime Jewel up until 2018.

Qatar's entire military is less than 30k, whilst the Al Udeid Air Base contains 11k Americans. Qatar has to import most of its food but has neither a significant Navy, or indigenous merchant shipping to keep its population safe and well fed. Kuwait's military melted away when in 1991 when Saddam invaded, and needed an international coalition to fight its own war. Oman faced a civil war between 1965 and 1979, during which they had to get 1,000 British soldiers and 4,000 Iranians to help. The Omani government could only raise 10,000 troops to fight for its own survival. When the first red sea crisis involving the Toughie started in 2015, the impoverished Sudan sent 40,000 individuals to Yemen, compared to the wealthy U.A.E's 15,000. Bahrain has fewer active troops than Qatar despite having double the amount of native citizens- 700k to Qatar's 300k. Granted they're an island but their Navy only hashas around 800 individuals. Apart from Jordan and Saudi Arabia, the rest are not able to protect themselves against a real threat. They all rely on 38,000 Americans protecting them against the 89 million Iranians. Between March 2014 until the end of 2021, the White House and Congress gave Ukraine less $3 billion in aid. The battle of Taiwan hasn't even started and Taipei is receiving so much more aid. China poses a threat on a scale that Russia cannot get anywhere near to.
