Tbh, I went quickly through it, but I cannot find any mention to the "State of Israel" at all in the law. I don't know, maybe there's something elsewhere. To me...It seems impossible or at least paradoxical that it could be applied to US Citizens that promote interest of the US abroad. The purpose of the law is exactly symmetrical.
