The thing is, you have no expectation of privacy on public streets, outdoors or anywhere that can be seen from a public place. If somebody stands on the sidewalk and can look into your home through a window, you'd have a difficult time having the authorities do anything about it. That said, anybody using these types of cameras for surveillance has already chosen stupidly. On site storage or a server you control is all that should be used.
