First of all, because it's an internet standard, unlike any particular VPN -- all networks should implement scenic routing and all systems should support rfc7686, rfc7511 etc Secondly : because there is no central point of failure, unlike VPNs, the tor network is designed with security *from the tor network itself* in mind. Generally VPNs are a trusted third party - and trusted third parties *are security holes*. https://nakamotoinstitute.org/library/trusted-third-parties/ Thirdly: because we know it works, and was good enough against passive surveillance that the NSA had to do stuff like attack lower hanging fruit like the TBB instead of the network Fourthly, because it's free software and explicitly used in places where vpns fail, anyway [obfs bridges].
