How? We have a 4MB block size limit and fees. The blockchain size grows linearly. Blocks are full with or without what you would call "spam". What's the issue?

This whole debate only escalates when people try to solve a policy-layer disagreement with protocol-layer changes. Once we pull subjective judgments like "spam" into consensus, we invite political influence and increase the chance of a split. BIP444 is an attack on Bitcoin.
