The process of applying for permanent residency in Paraguay is becoming more complicated -> according to the new regulation, it will no longer be sufficient to file zero monthly VAT (IVA) returns.Three ways to resolve this:1. If you own real estate in Paraguay, the simplest solution is to use a rental invoice. This is taxable income that must be declared in Paraguay, and that’s all you need.2. If you are a nomad, simply submit an employment contract from abroad with an apostille (a document proving you have income anywhere—it must specify which company you work for, how you receive your pay, how long you’ve been working there, and your position). You do not have to pay any taxes in Paraguay.3. If you are self-employed and have income in Paraguay, you will need (at least) your last 3 VAT returns showing non-zero activity (issue some invoices and pay taxes on them).https://migraciones.gov.py/wp-content/uploads/2026/06/RESOLUCION-DNM-Nro-407-28.05.2026-ACREDITACION-DE-SOLVENCIA-ECONOMICA-PARA-RESIDENCIA-PERMANENTE-1.pdf
