I listened to it but the only thing he talked about is how he feels lightning doesn’t work in practice and how there are more opportunities for companies to fractionally reserve bitcoin with shared UTXO schemes enabled. I don’t think that is necessarily a direct mapping to OP_CAT as a security concern though as people that use custodial wallets today are exposed to the same risks. I was surprised to hear no mention of vaults as that is one application that can strengthen self custody.
