I'm sure that UK authorities will handle universal KYC data competently and responsibly, and use it to crack down on terrible organized crime like they are widely known to do with unflinching expediency. Why would they expand their nanny state activities such as jailing citizens for wrongthink? Also, I am convinced that criminals will abide by KYC requirements just like everyone else.

There is quite a wide range of e-ink devices now, but the software is often janky. For ebooks there is also the format/store question. Does she buy her books on Amazon? If so, a Kindle Scribe might be a good bet. But it's locked into the Amazon ecosystem. I highly recommend clearly identifying the main use case, then shopping based on that.
