it's a gateway between a bitcoin node and a/many hashers. It allows to build Bitcoin blocks based on the settings of the connected Bitcoin node(i.e. a template) and solo/pool mine with It. It is used by node runners who wants to mine with their own nodes.

Despite no doubt he is a conspiracy theorist, what he says about "somebody" wanting to destroy Bitcoin is not completely unrealistic to me.
