I don't believe this is true but who is it supposed to represent?
in some cases they are related to government stuff, so yes there is a gun in some cases it's indirectly related to government stuff because I need a bank account, or because I have to be able to pay my electricity bill in other cases it's just because I have to park my car the less bad of the cases is whether I want to be a member of any meatspace community in my town or meet anyone ever so I guess you can blame me for being a pussy that can't give up my apps because I'm not really forced to use them, I could in theory abandon society and go live in a desert somewhere and hope they wouldn't catch me

having both simultaneously is probably the only decent solution actually it could be more like "we use our central server for everybody but if the server fails (because we censored that person) then we use their relays" using a single reliable relay for everybody would save bandwidth they could also use their server for efficient reaction counts but they probably have to rewrite the entire app to make it work like that
