I was under the impression that the people actually fighting are Qassam, not Hamas (sort of like IRA and Sinn Fein). They are decoupled but aligned in ideology for now. If they were centralised, they would probably have been wiped out by now. Also the members of Qassam are Palestinian civilians rising up against oppression; they are not state soldiers who expect to receive wages. This is why differentiating between Palestinian civilians and fighters in Qassam or other resistance factions is not correct. It is just like if your country was being attacked by a foreign military and you and your buddies formed a resistance group, then allied yourselves to the party that won elections. You are still citizens defending your homeland - what's changed?
