I think they were in a "don't ask for permission, ask for forgiveness" mode and mostly still are due to how it's worded "experimental." If their identities are linked, and some government thinks funds go through their system, then they can personally be in some sanctions list which is a major headache. I don't like it but that's how the world works now.
