You can see this in Article 1, Section 8, Clause 17 of the Constitution where Congress is given exclusive legislative authority over the federal district. The next thing to realize is that #14thAmendment federal nationality places Americans in the jurisdiction of DC and therefore under the direct control of Congress, outside the Constitution. The Constitution is applicable only to the States of the Union. Since DC is not a state, it is not a party to it. It is, in fact the product of it. Since Congress can act both within the confines of the Union and without it, everything it does outside it is what I call: "extra-constitutional." For it neither conforms to the Constitution (taxes on individuals, and laws regarding licenses and property ownership, etc.) nor violates it, because it is operating within its own jurisdiction with no accountability to any other.
